FESPACO VISION 21:

ANSWER TO THE CHALLENGES OF XXI CENTURY


The Pan-African Festival of Cinema and Television of Ouagadougou (FESPACO) is an institution that has earned its credentials in pain, adversity and his organizational skills.

Established on 1 February 1969 and worn by fans of Cinema, an initiative that was designed as a one-time adventure took shape, was given a bottom and is now a label filed of African cinema.

With its inception in 1972, FESPACO has become the will of an African nation, Burkina Faso, the reference African cinema and the African diaspora.

  disclosure and revelation of African films require a "Africanization" of the festival;

  FESPACO meeting as part of African filmmakers need to develop new infrastructure to meet the expectations of the world of African filmmakers;

  contribution to the promotion of the profession cinema in Africa is a challenge sticking to time;

  the creation of a documentation center and a film is a strong need to continue with the implementation of other technical infrastructure such as the Museum of African cinema.

If the tasks defined remain valid and should be strengthened in view of rampant globalization with the development of a mass culture and race, the strategies for action that need to be more assertive to meet the demands of the twenty-first century.

Faced with the demands of globalization, technological innovations (digital cinema), the economy of service, cultural and civilizational developments, competitiveness and excellence, regardless FESPACO for this new century? 

It is this issue that VISION 21, program of action of the General Delegation FESPACO trying to find answers. It is not a list of good intentions, but a willingness to make small revolutions that certainly mark the FESPACO for its time, a FESPACO of the XXI century.

I FESPACO AS THE INSTITUTION AND EVENT

FESPACO reached his double identity status that gives it its full legitimacy. So is he important to determine the identities of FESPACO:

1. FESPACO AS THE INSTITUTION

The Pan-African Festival of Cinema and Television of Ouagadougou, is an institution of African cinema, tacitly acknowledged as the greatest festivals in Africa. As an institution, FESPACO has a status, a seat, a recognition of States and the residence of an African country, Burkina Faso. FESPACO while also ensuring the promotion of African cinema and the Diaspora, gives himself a triple dimension to national, African and global.

1.1 The National Institution as FESPACO

2. THE EVENT AS FESPACO

FESPACO is regarded primarily as an event. This identity takes precedence over the institutional festival, in its gathering force and mobilization of Africans around a common cause: African cinema. As events, it has three different facets:

2.1 The event as FESPACO film

FESPACO is the biggest event Cinematographic the African continent. The film competitions allow African talent to live the seventh African art, to confront their expertise and position the African cinema on the international scene.

2.2 The FESPACO as cultural event

2. THE LIMITS OF FESPACO

Despite the tremendous achievements of FESPACO, restrictions hinder its real development to make it an indispensable tool for development, promotion and dissemination of African cinema. Of these, it can be retained the following limits:

  Institutional (review the status of FESPACO, because he has not ensure its continuation);

  organizational (organization of the biennial is won by a routine that begins to tire);

  Infrastructural (FESPACO lack of infrastructure for the promotion and dissemination of African cinema);

  (and financial partners FESPACO are becoming increasingly rare);

  Means (the lack of human, material not conducive to permanent).

FESPACO has garnered achievements, but the limits listed, if they do not find relevant and effective answers could destroy forty (40) years of many sacrifices. Therefore, we must dare to invent a new destiny for FESPACO. VISION 21 is designed in such dynamics.

1.1.3: The Anthem FESPACO

1.5.1 FOUNDATION FESPACO

FESPACO Foundation was established on 28 June 1996 with the following objectives:

  Financing activities FESPACO;

  contribution to international FESPACO and promotion of pan-African cultural values;

  the financing of any activity that contributes to the development of African Cinema (production, distribution, operations, training in film, technical industries ...).

More than a decade after its inception, the Foundation FESPACO exists only in name. In addition to the General Constituent Assembly, there was only one meeting to its credit. However, the relevance of the creation of this tool is obvious.

Faced with this lethargy, the organization of a workshop on the Foundation FESPACO is needed to draw lessons from its inopérationnalité.

In search of financial autonomy, the Foundation FESPACO must be an effective and convincing.

1.5.2 THE IMAGE OF FESTIVAL

The image of the festival is not sufficiently exploited. It is undeniable that better exploitation of this world-famous image can lead to significant financial input. With various partners, we must develop a policy of aggressive merchandising on the market for gadgets and other advertising.

1.5.3 AFRICAN STATES

His is the only African state that participates in the financing of FESPACO. It supports all its operations. The country of honest men has proved its pan-Africanism. It is time, if one really wants to ensure the financial autonomy of the festival actions towards other African states.

In this spirit, it would be wise to take the following actions:

  invite African leaders to opening and closing FESPACO;

  organize the media launch of the Africa of FESPACO so rotating in African capitals;

  dedicate a street or a place in each capital FESPACO African or African cinema;

  organize and projections cinématographiques week, symposia, workshops, FESPACO in other capitals;

  promote the image of FESPACO through the creation of FESPACO Clubs in Africa.

 

1.5.4 The African Union and the FESPACO

The African Union and all sub-regional African (UEMOA, ECOWAS, CEMAC) should support the FESPACO, the only African festival of international renown. Queries will be sent to all institutions of the African continent.

All prospective foreign partners interested in culture and African cinema should be interested to participate in financing the FESPACO.

Under twinning initiatives can be taken to foster support for carrying out activities of the festival. The European Union (EU), Canada, France, Denmark, the Organization Internationale de la Francophonie (OIF), are examples of partners who help fund the Biennale. These partners should review their policy to integrate support for FESPACO for its sustainability.

 

1.5.6 SPONSORSHIP OF THE FESTIVAL

Sponsorship of the festival by patrons and other financial, industrial, service or media is a source of funding should be rationally exploit. The festival needs to do to improve its image and offer products that attract advertisers.

The search for sponsors should be open to the outside in order to involve major economic and financial groups that invest in communication and civic image.

WHAT VI RELATIONS WITH OTHER FESTIVALS?

FESPACO has three types of relationships with other festivals:

  Federal relationship (Institutional).

1. BILATERAL RELATIONS

The Pan-African Festival of Cinema and Television of Ouagadougou has established relationships with several festivals in the area of bilateral. The partnership has resulted in exchanges of information, training and exchange of films.

2. THE RELATIONSHIP MULTILATERAL (twinning)

Three film festivals namely Views of Africa (Canada), Namur (Belgium), Amiens (France) and FESPACO maintaining multilateral relations. These festivals coupled discuss their experiences and work together to defend the image of their respective festival. They provide mutual assistance.

3. FEDERAL RELATIONS (INSTITUTIONAL)

Through its affiliation Cinematheque African FESPACO is in turn a member of the International Federation of Film Archives (FIAF). He participated in the Annual General Meetings of the federation.

The popular imagery retains the Biennale as an exclusive celebration of cinema. This trend is confirmed, because other cultural activities are not developed. The biennial African cinema can enhance its image if it incorporates a cultural dimension to become one of cinema and culture.

4. ACHIEVEMENTS AND THE LIMITS OF THE ORGANIZATION OF BIENNIAL

FESPACO will hold its 21st Biennial in 2009. In twenty editions, there is enough substance to assess achievements and limitations of the organization of festivals.

 

4.1 ACHIEVEMENTS OF THE ORGANIZATION

The achievements are numerous. In essence, it is essential to retain some fundamental achievements:

  the organizational capacity of FESPACO (reception, accommodation, transport);

  the technical expertise in support of the competition (selection, programming, projection ...);

  Retention of Africans at FESPACO;

  Development executives and meeting places for professionals of African cinema (seminars, panels ...)

  FESPACO inscription on the global calendar of major cultural events.


4.2 THE LIMITS OF THE ORGANIZATION 

The organizational boundaries are sometimes small, but their impact on the quality of the organization are revealing:

  Non controlling the guest list;

  Difficulties related to accreditation;

  misbehavior in the organization of opening and closing;

  the problems of transport and accommodation;

  Couacs in the programming of films.

The organization of the biennial African cinema is a huge responsibility. The inclusion of FESPACO in the global calendar of major events is the most fundamental achievements. Facing the challenges of the twenty-first century, how to better organize the biennial match the expectations of traders and visitors?

 

IX: WHAT TYPE OF ORGANIZATION FOR THE TWENTY-FIRST CENTURY?

The organization of the biennial must gain professionalism. This requires a willingness to break with the laxity, the facilities, lack of rigor ... shown some links in the chain of the organization.

The organizational efforts must be accompanied by innovations both for the duration of the biennial competition, the official ceremonies ... that by introducing a dose of cultural activities and tourism.

1. THE DURATION OF THE BIENNIAL

Seven (7) days is not long in light of developments and organizational requirements. Fifteen (15) days is enough in terms of resources to be mobilized. For a reasonable progression, FESPACO of the twenty-first century could be held in ten (10) days.

2. The upgrading of the COMPETITION

2.1: THE SELECTION INTERNATIONAL

In internationalizing the juries of the official competition, FESPACO has strengthened its credibility and legitimacy. In the same way and with the same spirit, the selection committee must have an international dimension involving professionals or other persons of African foreign reputation as the selection of films in competition.

2.2: THE PRICE OF REVALORISATION STALLIONS

Innovations can be made to the competition and organization to facilitate the remobilization of energy around the FESPACO.

3.1: THE PRICE OF THE POSTER OF FILM

The film poster is becoming increasingly important. Real communication medium, the film poster emerging aesthetics, content, which can be valued, appreciated and punished with a prize.

This price may generate a real interest in the design of the film poster.

3.2: SPONSORSHIP OF FILMS

As part of the inaugural ceremony of the competition, it would be desirable to introduce the concept of sponsorship of films in competition (feature and short films) by a political authority, civil society, African or global.

This idea aims to mobilize African leaders and intellectuals around the FESPACO and African cinema.

3.3: NIGHTS OF MUSICAL FESPACO

The musical nights FESPACO will be a cultural area with music and theater. This framework will be restricted to selected stars and artists in Africa and the world.

The benefits will be "live" to mobilize and recreate the festival every night.

X FESPACO THE COMMUNICATION AND ITS IMAGE

FESPACO must Communication and Public Relations at the center of its action. The General Delegation to conduct a communication and image which consolidates its credibility and legitimacy and win all of Africa and the World.

The actions to achieve this are many:

1. The "Africanization of FESPACO"

The "Africanization" of FESPACO through its ownership by all of Africa. It is therefore urgent need for Africans to the institution and the event by taking new initiatives:

   invite one or several African Heads of States to institutional ceremonies;

   invite the President of the African Union (AU) official ceremonies institutional;

   invite intellectuals and other African leaders to institutional ceremonies;

   apply to all states a place or street FESPACO in African capitals;

   put a copy of the statue of the winner of the Gold Standard in his country of origin in place or street FESPACO.

 

2. INTERNATIONALIZATION OF FESPACO

The official launch of a media campaign FESPACO was in Paris (France).

Thus, we will:

   the launch Zone Africa, an African capital on a rotating;

   the launch Zone Europe in a European capital on a rotating;

   America Zone launched in a U.S. capital so rotating;

3. OUAGADOUGOU MAKING THE CITY SYMBOL OF AFRICAN CINEMA

Ouagadougou is the headquarters city of FESPACO. To do this, it is a symbol that should earn it by developing initiatives. In addition to these actions, instead of filmmakers must be equipped to receive the status of winners of the Gold Standard of Yennenga. The realization of a museum of African cinema would also enhance the image of FESPACO and the African capital which houses its headquarters.

XI THE MEANS OF ACTION

To execute the new vision for FESPACO, resource mobilization is essential.

1. HUMAN RESOURCES

FESPACO suffers from a lack of skilled human resources and competent. Even if this question was answered, the problem of motivation is raised. Only a reading of the statute can have the means of recruitment and motivation of human resources.

2. MEANS OF MATERIALS

The total destitution in which stagnating FESPACO should be solved by taking initiatives supported by national and international partners.    regain its leadership in the professional organization of events;

   redefine a new basis for "Africanization" and internationalization of FESPACO;

   reorganize the operation of FESPACO giving a new status;

   professionalize FESPACO in fonctionnarisme department and bureaucracy;

   redefine the rules of cooperation and multilateral partnership;

   improve the image and communication FESPACO;

   FESPACO provide infrastructure and perennial symbolic;

   develop PR conquering;

   traçablité and give visibility to the actions of the General Delegation;

   FESPACO provide skilled human resources and competent;

   FESPACO to provide the financial resources and equipment performance.

 

XIII prospects

The outlook for FESPACO may be promising if the action projects and other innovations are implemented in the short, medium and long term.

1. THE DRAFT ACTION SHORT TERM

The action projects in the short term are those that must be performed prior to and during the next biennial FESPACO in 2009:

   reading of the statute of FESPACO;

   redefining the kind of partnership with different partners;

   construction and equipping of the conference room;

   the formalization of the two official ceremonies institutional;

   introduction and acceptance of the two official ceremonies professional;

   the opening of the selection committee of films in competition, to make an international committee;

   formalizing the price of film poster;

   the organization of the workshop on FESPACO Foundation;

   the launch of the campaign FESPACO area;

   sponsorship of films in competition (short and long) films;

   musical nights FESPACO;

   the acquisition of facilities;

   the recruitment of new skills.

 

2. THE DRAFT MEDIUM-TERM ACTION

The draft medium-term action can be initiated as early as 2008, while continuing until 2011:

   the organization of film events in even-numbered year;

   the "Africanization" of the Festival;

   the organization of the 48 Hours (monthly) of African cinema;

   the invitation of Heads of State for institutional ceremonies;

   the invitation of Chairman of the Commission of the African Union (AU) official ceremonies institutional;

   the invitation of African leaders at the official celebrations FESPACO;

   the adjustment of prices STALLIONS;

   the achievement of significant symbols;

   clubs FESPACO in Africa and the world;

   the baptism of FESPACO streets or places in Africa.


3. THE DRAFT LONG TERM ACTION 

The draft long-term action relating to infrastructure projects. They should be executed within ten years to 2020.

   the construction of the Documentation Center of African cinema;

   the completion of the African Film;

   the realization of a museum of African cinema.

 

XIV RECOMMENDATIONS

The recommendations are sent to different players that can and must contribute to the FESPACO ways to meet the challenges of the twenty-first century:

1 - The recommendations to African governments

   the Government of Burkina Faso is invited to make adequate arrangements for a reading of the statute of FESPACO;

   Burkina Faso is the Government sought to involve other Heads of State and President of the African Union Commission official ceremonies institutional FESPACO;

   the Government is questioned Burkina Faso to increase its multifaceted assistance to FESPACO;

   the Government of Burkina Faso is invited to intervene with other African governments to get the baptism of places or streets FESPACO in African capitals;

   other African Governments are invited to support the FESPACO;


2 - The recommendations to the General Delegation FESPACO

   General Delegation FESPACO must reorganize its operating structures in accordance with its new status;

   General Delegation FESPACO must take all necessary initiatives to increase the resources of the institution;

   General Delegation FESPACO must work to redefine with international partners as part of their intervention;

   General Delegation FESPACO must design and implement an image;


3 - The recommendation of professional associations

   professionals of African cinema must through their associations or individually, express their interest in FESPACO;

4 - The recommendation to international partners

   international partners are invited to review the forms of support, assistance and funding FESPACO;

5 - The recommendation to African leaders and intellectuals

   intellectuals and African leaders are invited to work for the perpetuation of FESPACO;

6 - The recommendation to political and civil societies in Africa

   the political and civil societies in Africa are invited to support the FESPACO.

CONCLUSION

FESPACO VISION 21: meet the challenges of the twenty-first century is a project to revitalize the image and influence FESPACO for the benefit of African cinema. It draws its essence undeniable achievements and innovations needed required by the changing world.

Forty (40) years after its creation, FESPACO is no longer appropriate debate in a struggle for survival and legitimacy, but win the battle for sustainability. FESPACO VISION 21 does not have all the answers, but offers an early action that may announce this will raise the Pan FESPACO summit of African Cinema.

Together, combine the energies and skills to meet the challenges of excellence imposed by the twenty-first century. 

FESPACO's future is at stake.
